Toro 911 is an ELK Studios slot released on 2 December 2025, and the latest entry in the long-running Toro series that began with Wild Toro. The series is built around a bull named Toro who charges across the reels leaving wilds behind him. This time he is a cop, cleaning up a city run by the corrupt Mayor Diaz and his Matador goons, drawn in a comic-book noir style. Unusually, there is no free spins round at all: everything happens in the base game, through respins driven by three wild characters. This review explains how those characters work, what the paid features buy, and what the 94% RTP means. Figures are as of October 2026.

How it plays
Wins count on 421 ways from left to right, and the regular symbols often land in stacks. There are no scatter symbols and no free spins round. According to the reported paytable, the top five-of-a-kind values are up to 5x for the Rose & Bullets symbol, up to 2.5x for Orange, up to 1.5x for the Badge and up to 1x for the Handcuffs, with the A to J symbols paying up to 0.45x. On their own those are modest numbers. The game's results come from the wilds and their multipliers.
The three characters
| Character | How it lands | What it does |
|---|---|---|
| Toro | Only on reel 5 | A walking wild. On each respin he walks one reel to the left, triggering further respins and turning the positions he crosses into wilds. A wild he passes gets x2, or +1 if it already has a multiplier. |
| Matador | Anywhere | A wild with a multiplier of at least x2 that triggers respins. On each respin it moves to a random position or disappears; the respins continue while at least one Matador is on the grid. |
| Mayor Diaz | Anywhere | A sticky wild. When he lands, at least one Matador joins him, and he raises the Matadors' multipliers. He can escape Toro's charge and stick in a new position. |
Toro Goes Wild and Clean the Streets
The two named features happen when Toro meets the other characters.
| Toro Goes Wild | Clean the Streets | |
|---|---|---|
| When | Toro and Matadors are on the grid together | Toro and Mayor Diaz are on the grid together |
| What happens | Toro charges the Matadors one by one, knocks them out and collects their multipliers into his own | Diaz calls in Matadors; Toro clears them first, then charges Diaz |
| How it ends | When the Matadors are cleared | Capturing Diaz ends the feature; if he escapes, he moves and another respin follows |
An illustrative example
This example is ours and purely illustrative. Suppose Toro knocks out three Matadors carrying x2, x3 and x5. Their multipliers are added to his: 2 + 3 + 5 = x10. They are not multiplied together, which would give x30.
Toro's walk has a separate effect. Every existing wild he passes on his way across the grid gets x2 if it had no multiplier, or +1 if it already had one. So a long walk through a grid with several wilds can raise many multipliers at once, while a walk across an empty grid adds only the new wilds he leaves behind.
X-iter
ELK's X-iter menu offers five paid options. Prices are multiples of your base bet.
X-iter prices
| Option | Price (× your bet) | What you get |
|---|---|---|
| Feature Hunt | 2.5x the bet per spin | At least 3 times the chance of a feature |
| Elevated Feature Hunt | 5x per spin | At least 5 times the chance of a feature |
| Diaz Drop | 10x | Mayor Diaz is certain to land |
| Feature Spins | 25x | Toro Goes Wild is certain to trigger |
| Super Feature Spins | 100x | Clean the Streets is certain to trigger |
A certain feature is not a certain win. A feature you paid 100x for can end with a small result, so count the price against your budget rather than your base bet.
RTP and volatility in plain terms
RTP: 94%. No lower versions have been reported, but check the figure in the game's info screen before you play anyway. Over the long run, a 94% game loses about €6 per €100 staked on average, against about €4 for a game at 96%: 50% more for the same amount of play. These are long-run averages, not predictions for a session, but they are worth knowing when you choose between games. Our guide to RTP and volatility explains both ideas in more depth.
Volatility: high. With the hit frequency reported at 24%, roughly one spin in four pays something. Most of the game's return sits in respin chains where multiplied wilds come together, so expect long stretches of small or no wins. Our guide to slot mechanics covers walking wilds, sticky wilds and respins in more detail.
Max win: 10,000x.
Who it suits
Toro 911 suits players who enjoy wild-and-respin action and do not miss a bonus round: the three characters interact in a way that keeps the base game busy, and the comic-book style gives it personality. Fans of the earlier Toro games will recognise the walking-wild idea.
It is a weaker fit if RTP matters to you, because 94% is below the default of most games we review, or if you want a free spins round to build towards. For a deeper game from the same studio, see Pirots 5.
How we rated it
We score slots from 0 to 5 as an editorial judgement and explain what moved the score. RTP is one of the facts we weigh, and it counts against Toro 911 here.
- In its favour: three characters that interact in a clear, readable way, additive multipliers that are easy to follow, a 10,000x maximum, and X-iter options that let you choose the feature you want.
- Against it: a 94% RTP, lower than the default of every other slot we have reviewed, high volatility, and no free spins round.
It scores below Pirots 5 (4.2), which has a higher top RTP and more depth, and just above Max Win Machine (3.6), which offers less to play. Our rating: 3.8 out of 5 (Good).
Play responsibly
Respin chains in Toro 911 can stop one step short of a big result, and that near-miss feeling makes it tempting to spin again or buy a feature. Set a budget and a time limit before you start, and stop when you reach either. Count any X-iter price against that budget. Use the deposit limits, time-outs and self-exclusion your casino offers. No character, chain or purchase changes the odds in your favour. 18+ only. For help and tools, see our responsible gambling page.
